Description:
Well While I was experimenting with a code i'm making now i thought that this would help for people wanting to write rules or a note to members for just a thread.
Text would be centered and below the welcome table and pm bar.

Instructions:
Where it's in red put the thread number. Where it's blue put the text you would like to appear. To make more text come repeat this:

I know this is basic but thought it might help for anyone wanting this
Put in the boards header and it should appear in the thread.
