Exactly. The empty space that I was referring to. I'm glad you agree. Of course this will be fixed, but it takes time and not all developers will bother.

Well it really would not be a significant difference. It would only affect the launch image when you first open the app (and that's assuming it's not already a loaded application), and there would just be a little black space above and below the picture if the developer hasn't updated. And this is assuming the person is using the latest iPhone model.
As far as in app once it's already launched, in very rare cases would there be any blank space because most of the apps just have scrollable content, which just like a web page doesn't matter if you're viewing it in a browser with 1024px hight, or 1200 height, it just affects the amount you have to scroll to get from top to bottom.
