I'd just like to know how to recreate the background images like the one at SoCales Forum for example and the Banner set up at Coders Community, I can't really show you without hotlinking

That's actually a pretty basic technique. First, you'll need the image. Just make it 100-200 pixels wider than the forum width.
Then use a code like: body { background: #COLOR url(IMG URL) center repeat-y; }
To do the header of cC you need to make the header width at 100%. Plus you need to remove some things like the borders and other stuff. I'll give the codes in a sec.

Protip: CSS has a lot of neat tricks to help compress code.
body { background-image: url(URL TO IMAGE HERE); background-repeat: repeat-y; background-attachment: fixed; background-position: center; }
Can be:
body { background-image: #color url(URL TO IMAGE HERE) repeat-y fixed center; }
(it looks a little funky because of the forum width but its all in one line)
