Yikes. The United States. Yeah, I believe the Proxy Server will ask you for some sort of legal proof, that unlawfulness has been done on your forum. Otherwise, they won't just give you the spammer's IP, since they claim to protect his anonymity.

That's not where the host is Thats what came up on google. Well it was somewhere else, but pretty close to Scranton at least

Well, it applies to anywhere in the U.S or almost the world. Basically the website claims to give their users something (privacy). And they won't take it away unless there has been unlawfulness. And you'll need to prove that unlawfulness.

Of course. It's against the law. But you'll definitely have to go with a lawyer or court order as ZINC said.
