I have no access to anything in my town, I have to move to Perth to take the courses, and I dont think the graphics made on these forums can really be sold.
The only graphics designer in my town told me I should get into Architecture (which is what I wanted to do before I started playing around with graphics) or Interior Design. You get paid a whole heap more and its less difficult.
I would love to design things and get paid for it, but frankly, thats impossible because of all the 'professional' designers out there.
Ooop. I suggest you dont bother telling your parents until you become professional and are ready to start selling your 'stuff'. Then your parents can help you to get bigger.

Just tell them and also show them what you have made so far, and even if they won't agree, don't argue with them or give up or anything. If you think they won't agree, then just don't bother to tell them though. I think this is best time for you to learn stuff, just learn as much as you can, learn new programming language or anything that will help for your future...

Depends if your parents are strict, most wouldn't want their child talking to strangers

They don't care if I use a forum, but yes my dad is strict, and annoyingly treats me like a 5 year old -.-
