What does that mean? Does it mean I can't sell the graphic I make with it or what? I found a cool background which you have to purchase if you want it for commercial use.

It's if you want to make a profit off of it. Another way to put it is 'Not for personal use'

If it says no commercial use, you can't make money off of it or with it. For example, you can't sell a signature you made with one of the brushes saying no commercial use. Personal use means that you can use for personal stuff obviously, which means no $, no clients, etc.

It basically means that you can't use it in work that you plan to re-sell for a profit.
