I use internal when making something with just a few pages or creating a website for the first time. I use external once it's finished OR if theirs loads of pages

I typically use external resource files. They can be cached more efficiently by the browser, resulting in faster loads for the user. If I'm drafting a proposal or a mock up then I'll write any stylesheets or scripts within the HEAD document. It's easier to review the working output when you don't have to open up multiple files that affect the same page.
I avoid inline if at all possible. It's usually a sign of poor planning if you have to resort to it. But sadly it's not always possible to avoid.
